Playground Redevelopment Tender – Seacaps Park
Invitation to Tender
The Town of Lockeport invites qualified playground suppliers and contractors to submit proposals for the design, supply, and installation of new CSA-compliant playground equipment at Seacaps Park. This project represents a critical investment in inclusive and culturally reflective recreational infrastructure for the community.
Background
Seacaps Park has long served as a central recreational area for Lockeport’s children and families. The previous playground structure has been fully removed. The Town is ready to proceed immediately with a new installation that emphasizes safety, accessibility, and local identity. This project may proceed in phases, depending on available funding.
Scope of Work
The scope of work includes the design, supply, and installation of new playground equipment in accordance with the following priorities:
Core Deliverables:
- Quick mobilization — work should begin as soon as possible after contract award.
- Design, supply, and installation of CSA-approved play structures that support inclusive play for children of varying ages and abilities (toddler, preschool, school-age zones & adult /senior zone).
- Accessible surfacing that meets CSA safety standards in the main play area (60 feet by 80 feet).
- Accessible equipment to support an inclusive play environment.
- A multi-functional play structure, including climbing elements, slides, and creative/imaginative features.
- Incorporation of adult play or activity equipment to support intergenerational use and promote a welcoming space for all members of the community.
Playground Footprint:
The designated space for the playground equipment is approximately 60 feet by 80 feet. This area will accommodate the main playground equipment and all required CSA-compliant fall zones. The ground cover for this space is to be fully accessible.
Designers should consider spatial efficiency, age zoning, and safety buffer zones when developing layout proposals within this footprint. The total footprint for the fenced in playground is 75 feet by 100 feet.
Budget:
A total of $262,000 has been allocated for this project to cover the purchase of playground equipment (including a 4 person swing set with an accessible swing), up to 4 weather resistant seating tables, accessible surfacing, and professional installation. This budget is intended for Phase 1 of the redevelopment. Additional play equipment or features may be considered as part of a future phase, contingent on ongoing fundraising efforts and community engagement.
Thematic Emphasis:
- The playground design must strongly reflect Lockeport’s coastal and cultural identity. This includes:
- A nautical theme with dominant greens and blues
- Culturally relevant design features that are unique to Lockeport and evoke its seaside heritage
- Elements inspired by marine life, boats, and coastal landscapes (e.g., rocks with barnacles, sea creatures, etc.)
- No water elements are to be included
Footprint:
The designated space for the entire playground is 75 feet by 100 feet, offering ample room for the installation of the primary play structure and surrounding elements. The design must make efficient use of the available space to ensure proper separation of age-appropriate zones, clear pathways for accessibility, and safe distances between equipment for optimal supervision and flow.
Second Phase of the Project:
A second phase of the playground redevelopment will include additional features such as more benches, shade elements, additional play equipment, a fishing boat with steering wheel, etc.
However, the primary focus of the current phase is to secure the installation of the main children's play structure, which will form the heart of the playground. The second phase will be contingent on available funding and may be implemented once the essential elements of Phase 1 are completed.
General Requirements:
- Proposals must include detailed drawings and specifications.
- All equipment must carry a minimum 5-year warranty.
- Installations must comply with CSA safety and Nova Scotia accessibility standards.
- Suppliers are encouraged to propose phased designs that prioritize essential features while offering expansion opportunities.

Submission Instructions
- Proposals must be submitted in accordance with the Town of Lockeport’s Procurement Policy.
- All submissions must be received by Thursday, July 24, 2005 at 4:00pm.
- Proposals should be submitted to the Lockeport Town Office at 26 North Street, Lockeport, Nova Scotia.
