Help shape our Joint Climate Action Plan
The Municipality of the District of Barrington, Municipality of the District of Shelburne, Town of Shelburne, and Town of Lockeport are working together to develop a Joint Climate Action Plan—and we want to hear from you!
This plan will guide how our communities mitigate and adapt to the impacts of climate change. Your input will help set focus areas and shape actions that build a stronger, more climate resilient region.

What is the Joint Climate Action Plan?
The joint climate action plan is a collaborative effort by the four municipalities to address the causes and impacts of climate change across the region. The final plan will serve as a roadmap, outlining key goals and the steps to achieve them.
The plan focuses on two main areas:
- Climate mitigation: Actions that reduce greenhouse gas emissions and help slow the progression of climate change.
- Climate adaptation: Actions that help communities prepare for and respond to climate risks affecting people, property and infrastructure.
What informs the plan?
The plan is based on multiple sources of information:Public and focused engagement to identify local climate risks, values and priorities
- A greenhouse gas emissions inventory
- A coastal risk assessment, covering flooding scenarios, sea level rise and coastal erosion
- A non-coastal risk assessment, covering inland flooding, wildfire, drought, severe storms and invasive species
The emissions inventory and risk assessments are underway. The municipalities will share reports as results become available.
The Town of Lockeport is recruiting members for the Lockeport Causeway and Climate Action Team (LCCAT).
The LCCAT is a community-led advisory panel that supports Council through making environmentally informed decisions. Members will receive hands-on training in key environmental topics. Training is provided through the Town’s participation in the Clean Foundation’s Community Climate Capacity program.
Individuals living in Lockeport or those located outside of Lockeport who have a connection to the Town are also welcome to apply. The time commitment will be flexible but will begin in September with a one-hour long meeting, once per month. This may fluctuate depending on Town needs and project uptake.
Some examples of topics that can be explored are:
- Home and municipal building retro-fits (ex: how to save money on energy costs)
- How to support native biodiversity (citizen science, piping plover conservation, etc)
- Organizing outdoor community events (park cleanup, planting community vegetable or pollinator gardens, etc)
- Presentations from and partnership opportunities with environmental organizations across Nova Scotia
- Anything else you’d like to learn more about!

Who is Clean Foundation?
Clean Foundation helps communities prepare for the realities of a changing climate by protecting local environments and building more resilient places to live and work. As a trusted partner, the organization is supporting the joint climate action plan through the municipalities’ participation in the Community Climate Capacity program, funded by the Nova Scotia Department of Environment and Climate Change. The program supports communities in identifying climate challenges, developing policy and planning initiatives, and implementing local adaptation and mitigation actions.
In addition to organizing data collection and drafting the plan, the project team is assisting with public engagement to understand the places, changes, and values that matter to residents of Shelburne County.
Who else is involved?
Multiple consultants are involved in collecting local data to inform the climate action plan. The greenhouse gas emissions profiles were created by Dillon Consulting. For the Town of Shelburne, the Municipality of the District of Shelburne, and the Municipality of the District of Barrington, funding was secured from the Province of Nova Scotia’s Low Carbon Communities program. The Town of Lockeport’s greenhouse gas emissions profile was financially supported by the Clean Foundation.
The coastal risk assessment is being created by AIM Network as part of the municipalities’ participation in the Climate Resilient Coastal Communities program. For the Town of Shelburne, the Municipality of the District of Shelburne, and the Municipality of the District of Barrington, the non-coastal risk assessment is being conducted by Clean Foundation through funding provided by the Federation of Canadian Municipalities’ Climate-Ready Plans and Processes program. For the Town of Lockeport, the assessment is being conducted by the AIM Network and is financially supported by the Clean Foundation.
